Directorate Overview

The Directorate of Planning is responsible for the strategic and operational planning processes that guide the university's growth and development. This directorate plays a critical role in formulating, implementing, and monitoring plans that align with the university's mission, vision, and strategic goals. It ensures that the university's resources are effectively utilized to achieve long-term objectives.

General Unit Functions

  1. Strategic Planning:

    • Develop and coordinate the university’s strategic planning process.
    • Facilitate the formulation and implementation of strategic goals and objectives.
    • Monitor and assess the progress of strategic initiatives.
  2. Operational Planning:

    • Develop annual operational plans in alignment with the strategic plan.
    • Coordinate with departments to ensure cohesive and integrated planning efforts.
    • Monitor the execution of operational plans and report on outcomes.
  3. Institutional Research and Analysis:

    • Conduct research and analysis to support planning and decision-making.
    • Collect, analyze, and report data on key performance indicators (KPIs).
    • Provide insights and recommendations based on data analysis.
  4. Resource Allocation and Budgeting:

    • Collaborate with the Directorate of Finance to align resource allocation with strategic priorities.
    • Ensure efficient and effective use of resources to support university goals.
    • Monitor budget implementation and financial performance against plans.
  5. Policy Development and Review:

    • Develop and review policies related to planning and institutional effectiveness.
    • Ensure policies support strategic and operational objectives.
    • Monitor compliance with planning-related policies and guidelines.
  6. Quality Assurance and Improvement:

    • Implement and oversee quality assurance processes for planning activities.
    • Identify opportunities for continuous improvement in planning and operations.
    • Promote best practices in strategic and operational planning.
  7. Risk Management:

    • Identify and assess risks related to strategic and operational plans.
    • Develop risk mitigation strategies and monitor their effectiveness.
    • Ensure that planning processes incorporate risk management principles.
  8. Stakeholder Engagement and Communication:

    • Engage with internal and external stakeholders to gather input and feedback.
    • Communicate planning processes, progress, and outcomes to the university community.
    • Foster a collaborative planning environment through transparent communication.
  9. Project Management:

    • Oversee the planning and implementation of major university projects.
    • Ensure projects are aligned with strategic priorities and completed on time and within budget.
    • Monitor project progress and report on outcomes.
  10. Sustainability Planning:

    • Integrate sustainability principles into strategic and operational plans.
    • Develop initiatives that promote environmental, social, and economic sustainability.
    • Monitor and report on sustainability efforts and outcomes.
  11. Performance Measurement and Reporting:

    • Develop and implement performance measurement frameworks.
    • Monitor and report on the university’s performance against strategic goals.
    • Use performance data to inform planning and decision-making.
  12. Training and Capacity Building:

    • Provide training and support to staff involved in planning processes.
    • Promote a culture of planning excellence and continuous improvement.
    • Facilitate capacity building initiatives to enhance planning capabilities.

By fulfilling these functions, the University Directorate of Planning ensures that the university's strategic and operational activities are well-coordinated, data-driven, and aligned with its long-term goals.
