Biography

HE. Dr. Ali Mohamed Shein (PhD) Chancellor-Mzumbe University Dr. Ali Mohamed Shein was born on March 13, 1948, in Chokocho village, Mkoani District, Pemba South Region, Zanzibar. He is married, with children and grandchildren. Dr. Shein completed his primary education at Gulioni Boys’ Primary School in 1964 and attended Lumumba College for secondary education, graduating in 1968. He pursued higher education in the former U.S.S.R., beginning with a pre-university program at Voronezh State University. He then earned both undergraduate and Master’s degrees in Medical Biochemistry from Odessa State University, graduating in 1975. In 1988, he completed his PhD in Clinical Biochemistry and Metabolic Medicine at the University of Newcastle Upon Tyne, where his research focused on "Inborn Errors of Metabolism." Over his career, Dr. Shein also participated in several international health service training programs. Dr. Shein’s career began in 1969 as a Clerk in Zanzibar’s Ministry of Education, where he quickly advanced to Assistant Principal Secretary. From 1979 to 1984, he served as Head of the Department of Pathology Laboratory Services at the Ministry of Health. After earning his PhD, he resumed leadership roles as Head of the Department of Pathology and later as Program Manager for the Zanzibar AIDS Control Programme. Dr. Shein’s political career spans decades, beginning with his involvement in the Afro-Shirazi Youth League during his school years. He served as President of the Tanzania Students Union while studying in the former U.S.S.R. and became a founding member of Chama Cha Mapinduzi (CCM) after the union of TANU and ASP in 1977. In the 1995 general elections, Dr. Shein was elected to the Mkanyageni House of Representatives and appointed Deputy Minister of Health for Zanzibar. His political influence grew as he joined CCM’s National Executive Committee in 1997 and its Central Committee in 2005. He served as Vice President of the United Republic of Tanzania from July 2001 to December 2005. In October 2010, he was elected President of Zanzibar, serving two terms until 2020. During his presidency, he prioritized health, education, and agricultural development, earning strong grassroots support. Dr. Shein has authored two theses and numerous academic papers. He is a member of several professional organizations, including the Association of Clinical Biochemists (UK) and the Tanzania National HIV/AIDS Steering Committee. An active multi-crop farmer, Dr. Shein is known for his commitment to health, education, and agriculture. His leadership is characterized by accessibility and community engagement, underscoring his dedication to national development and social welfare.
