Biography

Dr. Denis J. Kamugisha is a Senior Lecturer and Head of the Department of Local Governance and Management Studies at Mzumbe University, Tanzania. He has been involved in teaching, research, consultancy, and outreach activities since 2008. He holds a Bachelor of Arts, a Master of Business Administration, and a PhD in Public Administration, with his doctoral research focusing on the theory of street-level bureaucracy in the delivery of primary education and health care in Tanzania. Dr. Kamugisha teaches public administration, public policy, performance management, and ethics & governance. His research interests include public administration, governance, ethical leadership, and public policy. He has contributed to projects such as 'Institutional and Structural Diagnosis for Sustainable Industrialization in Tanzania' (2019) and the 'Provision of Technical Assistance to the Government of Tanzania and Public Health Institutions' for health system strengthening (2020-2022), funded by the CDC. A key part of his work includes his involvement in the design and development of eLearning modules for Tanzania’s Ministry of Health, focusing on the professional development of healthcare workers. Over two years, he helped develop 126 eLearning Continuing Professional Development (CPD) modules. Dr. Kamugisha is also committed to advancing the Mzumbe University Corporate Strategic Plan by increasing student enrollment and promoting staff career development.
