Dr. Zuena Kilugwe is a Lecturer in the Department of Public Services and Human Resource Management at Mzumbe University. She holds a PhD in Public Administration from the University of Botswana, a Master of Public Administration (Human Resource Management) from Mzumbe University, and an Advanced Diploma in Public Administration from the Institute of Development Management (now Mzumbe University). With over 10 years of experience at Mzumbe University, Dr. Zuena previously worked with the Ministry of Health and Social Welfare as a Social Welfare Officer, where she handled issues related to Family and Child Welfare, Probation Services, and Rehabilitation. She also served as a National Facilitator in HIV/AIDS-related initiatives and in supporting orphans and vulnerable children (OVC). At Mzumbe University, Dr. Zuena teaches courses in public administration, Human Resource Management, governance, and conflict management. She has supervised both postgraduate and undergraduate research and actively participates in research, consultancy, and community engagement activities. She has held several leadership roles, including Programme Coordinator for the Department of Public Service and Human Resource Management and Local Government Management, and has been involved in various committees, such as the Mzumbe University Academic Staff Association (MUASA), the Mzumbe University Council, and the Quality Assurance Committee.
