The Directorate of Public Services (DPS), previously known as the Directorate of External Linkages and Community Engagement (DELCE), was established in compliance with Section 26 (e) of the Mzumbe University Charter Tujifunze kwa Maendeleo ya Watu (2007), under Section 25 of the Universities Act No. 7 of 2005. The rationale for forming DELCE (now DPS) is based on the undeniable need for Mzumbe University to lead and facilitate the continuous development of knowledge and skills for both its internal and external clients, driven by economic and social policy changes. In this regard, DPS aims to build and maintain close, effective, and sustainable working relationships with communities, governments, and other partners, with the goal of improving lives. DPS is responsible for fostering practical academic and professional knowledge and skills through collaborations that promote best practices and demonstrate tangible improvements in the community’s lifestyle. The DPS operates under the philosophy that "living is learning, and learning is living better." The Directorate fulfills its mission through three key units: one focused on coordinating short courses and consultancy activities, another dedicated to collaborations, outreach services, and community engagement, and a third focused on e-learning and teaching skills.
