The School of Public Administration and Management has come as a necessary process of evolution and transformation of the former Faculty of Public Administration and Management established in 2004 to take over the functions of the former Institute of Public Administration. The institute has long roots tracing back to the Centre for Local Government Training in 1953 grown significantly to the School of Public Administration and Management in 2011.
The school is made up of three departments of Public Service and Human Resources Management (PS&HRM), Health Systems Management, and Local Government management. The school offer training in the areas of Public Administration, Human Resources, Health Systems, Monitoring and evaluation and Local Government from certificate to doctorate level. The school has two centres (1) the Center for Policy and Leadership; and (2) the Centre of Excellence in Health Monitoring and Evaluation (https://coehme.mzumbe.ac.tz/). The school host two journals: ‘East African Journal of Applied Health Monitoring and Evaluation (EAJAHME) (https://eajahme.mzumbe.ac.tz/) and the Journal of Policy and Leadership (https://jpl.mzumbe.ac.tz/).
– Dr. Idda Lyatonga Swai is a Senior Lecturer and Researcher at the School of Public Administration and Management. She is currently the Acting Dean of the School of Public Administration and Management. She has a Master's degree from the IHS of Erasmus University in the Netherlands and a PhD from the University of Groningen in the Netherlands. Between 2017 to 2022, she was the Head of the Department of Local Governance and Management Studies in the School of Public Administration and Management. Idda has been a Postgraduate Programme Committee (PPC) Chairperson for the School of Public Administration and Management from 2018 to 2022. She has more than 15 years of teaching experience in Governance, Social Science Research, and Gender. Idda was also involved in capacity-building activities to train officials from the government, private, and NGOs in M&E, data use and analysis, and Governance. She has also been working with the President's Office, Regional Administration and Local Government Tanzania (PO-RALG) and the Ministry of Health (MoH) to develop and provide inputs on developing different policies as a key stakeholder from Mzumbe University. The conference attracted officials from ministries of health, health practitioners and academicians from Tanzania, the United States of America, the United Kingdom, Nigeria, India and Kenya http://coehme.mzumbe.ac.tz/conference/. Idda was the Chairperson for the 1st International Conference on Governance, Leadership and Social Economic Transformation held in Tanzania from 11th to 13th May 2023. The conference was organised by Mzumbe University in collaboration with Kabale University in Uganda and the University of Johannesburg in South Africa. The conference attracted more than 130 (110 physical and 20 virtual) officials from ministries, universities and other practitioners across the globe including Tanzania, Kenya, Uganda, Zimbabwe, Nigeria, Korea, Ghana and South Africa. About 80 technical papers were presented and discussed https://icglst.mzumbe.ac.tz/. Idda in collaboration with the University of Groningen organized the first Summer School on "Global Governance of Health Vulnerability in Africa: 24th -28th July 2023 in Morogoro, Tanzania which was attended by participants from 5 countries. The second summer school will be in October 2024 and will be announced soon. Idda has been an Assistant Principal Investigator in the project-MEASURE Evaluation PRH Small Grants Program Round V and worked as a Gender Mainstreaming Expert in the project commissioned by the Tanzania Urbanization Laboratory (TULab) under the support of DFID through the Coalition for Urban Transitions, the African Centre for Cities, World Resources Institute, Ross Centre and ESRF. Previously, from 2020 to 2023 she worked as an eLearning and Continuous Professional Development (CPD) Specialist for a project, that aims to provide Technical Assistance to the Government of Tanzania (GOT) and Public Health Institutions (PHIs) toward Sustained Health System Strengthening in Tanzania under the President's Emergency Plan for AIDS Relief (PEPFAR) implemented by the COEHME of Mzumbe University. Idda is the Co-Investigator of MWOTAJI (Making Women’s Options for HIV Prevention in Tanzania Accessible and Joining the Implementation Science Capacity Building project) project. The project is implemented by five institutions including the Ministry of Health, University of California, San Francisco; the University of California Berkeley; and Health for a Prosperous Nation. The project is Funded by the Department of Health and Human Services - National Institutes of Health. Idda is also the Co-PI of the NISHATI project that aims at building capacities in water, renewable energy, and agriculture to enhance local resilience to climate change in Africa project. The project is implemented in eight institutions, the University of Rome, Mzumbe University, Sokoine University of Agriculture, Gulu University, Kabale University, University of Technology & Arts Byumba and the Catholic University of Rwanda. The project is funded by the European Commission Erasmus+ Programme (ERASMUS+). She is the Project Coordinator for the ERASMUS PLUS Mobility Project from 2019 to 2026. The mobility is a collaboration of Mzumbe University and the University of Groningen in the Netherlands and the project has facilitated fee waiver and the mobility of one PhD student and the mobility of academic staff between the two institutions.
– Dr. Venance Shillingi (PhD) is a Senior Lecturer, Researcher and Strategic Management consultant at Mzumbe University, School of Public Administration and Management (SOPAM), Morogoro, Tanzania, East Africa. He holds a PhD in Business Administration (Strategic Management) from Jomo Kenyatta University of Agriculture and Technology (JKUAT), Nairobi Kenya; MBA (Corporate Management) and a Bachelor of Public Administration (BPA) from Mzumbe University, Tanzania. His research interests are on strategic management, management, strategic leadership, and Land conflicts. He has published widely in strategies, strategic management, execution of strategies, conflicts, private securities, and quality service delivery. His research tradition is pragmatism (mixed method design), and his research interest is in strategic management, revenue enhancement in LGAs, and Land conflicts. Dr. Shillingi has over 15 years of lecturing, research, and consultancy. He has also consulted and trained broadly in areas of strategy, strategic management, strategic leadership, revenue enhancement strategies in LGAs, and other related general management courses. In terms of research, he has supervised one PhD student as a co-supervisor, 70+ master’s students (thesis), and 150+ undergraduate students (field research). Also, He is a Research Associate with the Bonn International Centre for Conflict Studies(BICC), Bonn, Germany. Dr. Shillingi is married to CPA Sarah R. Mngoya and a father of 4 kids.
– Dr. Mackfallen Giliadi Anasel has been a Senior Lecturer and researcher in the Department of Health Systems Management, School of Public Administration and Management at Mzumbe University, Tanzania for more than fifteen (15) years. Since 2017 he has been a Head of Department of Health Systems Management and Mzumbe University – Centre of Excellence in Health Monitoring and Evaluation. He holds a Diploma in Clinical Medicine and a Bachelor's degree in Public Administration-Health Systems Management (Tanzania) as well as a Master of Science in Population Studies and and a PhD in Demography – Family Planning Programme Implementation from Groningen University, the Netherlands. His research interests included M&E, policy implementation and analysis, and reproductive and child health. He has authored and co-authored more than 20 articles in internationally accredited journals (Citation Index). He is the Principal Investigator of Making Women’s Options for HIV Prevention in Tanzania Accessible and Joining the Implementation Science Capacity Building project commonly known as (MWOTAJI). The project is implemented by five institutions including the Ministry of Health - Tanzanian National AIDS, STIs and Hepatitis Control Programme; University of California, San Francisco; the University of California Berkeley; and Health for a Prosperous Nation. The project is Funded by the Department of Health and Human Services - National Institutes of Health. He also serves as Co-Chair of eight Clinical Research Centers funded clinical research centers dedicated to adolescent health in Africa - PATC³H-IN. He is currently the Senior Technical Lead for the project, which seeks to provide Technical Assistance to the Government of Tanzania (GOT) and Public Health Institutions (PHIs) toward Sustained Health System Strengthening in Tanzania through the President's Emergency Plan for AIDS Relief (PEPFAR). Previously, he served as Technical Lead for a project that aimed at Supporting the Government of Tanzania to Strengthen the Leadership and Management System as a subgrantee from the Benjamin Mkapa Foundation funded by USAID. He was the Project Coordinator for the Data Use Partnership project – a collaboration under the Capacity Building Consortium (CBC). – Dr. Denis J. Kamugisha is a Senior Lecturer and Head of Department of Local Governance and Management Studies (LGMS), Mzumbe University, Morogoro – Tanzania. He has been lecturing, researching and doing consultancy and outreach activities since 2008 to date. He is an expert in public administration, business administration and governance. He holds a Bachelor of Arts, a Master of Business Administration, and a PhD in Public Administration. His PhD work interrogated the theory of street level bureaucracy against presumed ability of street level bureaucrats to cope with the deterrents of delivery of primary education and primary health care in Tanzania. He teaches public administration, public policy, performance management, ethics & governance. His research interests cover public administration and governance, ethical leadership and public policy. He has participated in writing research projects and widely published and undertaken capacity-building training in numerous circles related to public administration. Some of the projects conducted cover ‘Institutional and Structural Diagnosis for Sustainable Industrialization in Tanzania’; a tale of three Regions namely; Coastal, Dar es Salaam, and Dodoma, 2019 and the ‘Provision of Technical Assistance to the Government of Tanzania (GoT) and Public Health Institutions (PHIs) toward Sustained Health Systems Strengthening in Tanzania’, 2020 to 2022 under the Center for Disease Control and Prevention (CDC). The study on ‘institutions’ revealed the manner institutional design and enforcement may either enhance or impede the industrialization process in Tanzania. Regarding the CDC-funded project titled 'Sustained Health Systems Strengthening.' During this pivotal project, he was deeply involved in providing technical assistance to the Tanzania Ministry of Health to bolster the country's healthcare systems. His primary focus within this initiative was the eLearning portfolio, which aimed to reinforce the Ministry of Health's Centre for Distance Education (CDE) in implementing and maintaining eLearning programs for in-service healthcare workers. His responsibilities encompassed the design and development of eLearning modules tailored to the specific needs of healthcare workers, enabling them to enhance their knowledge and skills while on the job. Furthermore, these modules allowed healthcare workers to earn Continuing Professional Development (CPD) points from their respective professional councils, facilitating licensure and professional growth. Over two years,he successfully collaborated with the CDE team to design, develop, and upload 126 eLearning CPDs onto the eLearning platform. These modules covered critical topics such as Maternal and Newborn Health, HIV/AIDS, Communicable Diseases Management, Non-communicable Diseases Management, Health Supply Chain, and cross-cutting issues. Further, he contributed to building the capacity of the CDE staff in eLearning course development, ensuring the sustainability of the project. He also encouraged and facilitated individuals to access and complete eCPDs through the eLearning platform. In line with that, as a Head of Department, he has been striving to enhance the effective implementation of the Mzumbe University Corporate Strategic Plan by increasing students’ enrolment through developing competitive programmes and reviewing the continuing ones for both degree and postgraduates, promoting staff career development by encouraging them to pursue further studies that fall within their progression circles and the like.
– Dr. Godfrey Kacholi is a Senior Lecturer in the Department of Health Systems Management housed in the School of Public Administration and Management. He is currently serving as a Programme Coordinator for the Department of Health Systems Management. He is a Chief Editor of the East African Journal of Health Monitoring and Evaluation hosted by the Centre of Excellence in Health Monitoring and Evaluation at Mzumbe University. Dr. Kacholi holds Ph.D. in Public Health, a Master of Science in International, a Master of Arts in Health Policy and Management, a Postgraduate Diploma in Poverty Analysis, and a Bachelor of Public Administration in Health Services Management. Dr. Kacholi has been working with Mzumbe University for more than 10 years. He previously worked with CARE International in Tanzania in various programs and projects. He initiated and managed the Workplace HIV/AIDS Mainstreaming Project at CARE International in Tanzania. Dr. Kacholi also worked with CARE International as a Monitoring and Evaluation Technical Officer on the Global Fund- HIV, Malaria and TB program that supported the Orphans and Vulnerable Children (OVC) component- which was designed to mitigate the adverse impact of HIV in Tanzania. He has been teaching and supervising research for both undergraduate and postgraduate students. Dr. Kacholi has participated in several consultancy services such as the review and development of various national guidelines. Similarly, Kacholi has participated in program evaluations and has been conducting tailor-made pieces of training. Kacholi has authored and co-authored articles and a book in a peer-reviewed publishing house. His primary research interests include quality improvement in the health sector, international health, monitoring and evaluation, hospital management, and health and social welfare system strengthening. He worked in three different capacities as a Quality Improvement Advisor, Compliance Manager and Monitoring and Evaluation Officer for Mzumbe University-Centers for Disease Control and Prevention project, He is currently serving as a CO-Principal Investigator for the MWOTAJI project implemented by Mzumbe University to make healthcare accessible to young women in Tanzania
– Dr. Zuena Kilugwe is a Lecturer from the Department of Public Services and Human Resource Management in the School of Public Administration and Management, Mzumbe University. She holds PhD in Public Administration from the University of Botswana, Master of Public Administration (Human Resource Management) from Mzumbe University and Advanced Diploma in Public Administration from the then Institute of Development Management (Now Mzumbe University). Dr. Zuena has been working with Mzumbe University for more than 10 years. Before Mzumbe University, Zuena worked with the Ministry of Health and Social Welfare as a Social Welfare Officer. In the Social Welfare Department, Zuena dealt with different welfare issues including Family and Child Welfare, Probation Services, and Rehabilitation Services. While working with the Social Welfare Department, Zuena was engaged as a National Facilitator in matters related to HIV/AIDS, Caretaking skills to Orphans and Vulnerable Children (OVC), and, Establishment and Management of Children Clubs. At Mzumbe University, Zuena has been a trainer in public administration, Human Resource Management and governance, particularly in issues relating to Principles of Management, Public Policy, Organization Behavior, Team Management, Gender Issues and Conflict Management in public, private and sector institutions. Apart from teaching, Zuena has been a research supervisor for postgraduate and undergraduate students and engaged in some Research, Consultancy, Outreach and Community engagement activities throughout her employment period. Zuena has also worked as a Programme Coordinator under the Department of Public Service and Human Resource Management, and, Local government management in previous years while engaging in other positions including the Vice Chairperson for Mzumbe University Academic Staff Association (MUASA); The secretary to the Mzumbe University Workers Council; A member of Mzumbe University Council; A Member of Appointment of Staff and Development Committee (ASDC); A member of Mzumbe University Quality Assurance Committee, and A member of Mzumbe University SENATE.
– Dr Cliford J. Ringo is a Lecturer in the Department of Public Service and Human Resource Management. He holds a PhD (Public Administration) from University of Botswana, Master in Public Administration – Human Resource Management (MPA-HRM) from Mzumbe University and Advanced Diploma in Public Administration (ADPA) from the Institute of Development Management (IDM) Mzumbe. Dr. Ringo has a vast experience in teaching, research and consultancy services. He has experience of over fifteen (15) years in the university. He teaches general management, public administration, public policy, governance and research methodology. He has supervised over forty (40) postgraduate students’ and over hundred (100) undergraduate students’ dissertations. Dr Ringo has published several articles in the peer reviewed local and international journals. His main research focus is Governance (both in national, sub-national and corporate levels), Leadership, public policy, citizenship and administrative innovations. Dr Ringo has served in different times as the coordinator, Centre for Policy and Leadership (CEPOLE); and Head of Department of Support Services in the Directorate of Quality Assurance. Currently, he is the coordinator, department of Public Service and Human Resource Management.

The history of the department owns its origin in 1953, when Local Government Training Centre was established at Mzumbe. The centre was given the responsibility of training local chiefs on various aspects of local government in the areas of administration and revenue collection. Since then, the Local Government Training Centre grew into a higher learning institution – the Institute of Development Management (IDM) and later elevated to a full-fledged university. Despite the growth and changes in the status of the centre, all these institutions and the university maintained a centre – currently the Department of Local Government Management (DLGM). Training in Local government has remained the core function of the university under the DLGM in the School of Public Administration and Management (SOPAM). The DLGMhas six (6) academic staff, specialized in diverse areas of Public Administration, Political Science, Rural and Urban Governance and Management, Public Policy, Leadership and Local Government Management. The Department of Health Systems Management is one of three academic departments in the School of Public Administration and Management at Mzumbe University. The Department offers one Bachelor degree and two Masters programmes; which are Bachelor of Health Systems Management (BHSM), Master of Science in Health Monitoring and Evaluation (MSc HME), and Master of Health Systems Management (MHSM). The Bachelor of Health Systems Management is a three-year programme designed to equip students with managerial skills to serve in both public and private health care organizations. The Master of Health Systems Management is a two-year programme designed to orient the students on different managerial skills to govern and manage the health system. In 2015, Mzumbe University through the Department of Health Systems Management in collaboration with the University of California- San Francisco (UCSF launched a Centre of Excellence in Health Monitoring and Evaluation (CoEHME), the first of its kind in sub-Saharan Africa (http://coehme.mzumbe.ac.tz/). The Centre of Excellence aims to contribute to teaching, research and dissemination of knowledge and expertise in the field of monitoring and evaluation in Tanzania and beyond. Among others, the Centre offers Master of Science in Health Monitoring and Evaluation and related short-courses. Master of Science in Health Monitoring & Evaluation The MSc. in Health Monitoring and Evaluation was established in 2013. The programme provides students with graduate level education in the discipline of health monitoring and evaluation. The programme is designed to equip students with the knowledge, skills and competencies required for effective job performance as Monitoring and Evaluation Specialists within health-based organizations. In addition, the programme is designed to build students’ capacity in the designing and implementing M&E frameworks and orients them to the application of these components to respond to organizational problems related to information and programmes, with a focus of using M&E to improve the quality of both. This is a two master programme that requires students to complete three semesters of coursework and a Monitoring & Evaluation Field Project, which serves as the programme’s dissertation. The M&E Field Project requires that students to partner with a health service organization, identify M&E needs within that organization, and develop a field project that will respond to one of these needs. Students are required to present their project report orally and in writing to the Department and School for review and assessment. Master of Health Systems Management The Master of Health Systems Management is a eighteen months’ programme designed to provide students with knowledge and skills through a mix of multi-disciplinary courses, namely, Epidemiology& Biostatics, Health Systems Research, Health financial planning and budgeting, managing health Legal aspects (Law), Health Economics, Managing Human Resources for Health, health planning and policy, Health Psychology, strategic management and marketing for health services. Also, the programme avails the candidates with the opportunity for field attachment, which provides them with the avenue of practising or reflecting what they have learnt in the class to the real situation of work as health managers/administrators. Bachelor of Health Systems Management This is a three years’ programme designed to provide undergraduate students with knowledge, skills and competence necessary for middle level managers who want to pursue careers within the public and private health sectors. It is a professionally tailored to meet the growing demand of well-trained and skilled health managers who can make significant contribution to the development of the health sector at all levels in national economies. The programme has taken on board the current development in the Public and Private Sector service provision from systems approach. The program offers the candidates an opportunity to stay for about five months in organization for field attachment. Field attachments provide them with the avenue of practising what they have learnt in the class to the real situation of work as future administrators and managers. Short courses offered by Department and Centre The Use of Monitoring and Evaluation for Quality and Programme Improvement in the Health Sector The purpose of this course is to orient participants to health monitoring and evaluation and the use of M&E for quality and programme improvement. Data Management and Analysis in the Health Sector Data management and analysis are major components of monitoring and evaluation and are critical skills for M&E and other health professionals. This course is designed to equip participants with the necessary skills to manage data and conduct simple analyses for reporting and decision making. The course focuses on data management and analysis using Microsoft Excel and District Health Information System (DHIS2) and incorporates both research and routinely available health-related data. Short courses on Health Information Systems (HMIS, HRHIS/TIIS, and DHIS 2) Mzumbe University in collaboration with Japan International Cooperation Agency (JICA) has long time collaboration in running trainings such as Human Resources for Health Information Systems and Training Institution Information Systems for the Regional and Council officials working within the health sector. The courses are designed to impart the participants with the competences and practical skills for using various softwares to inform decision-making. Basic Health Facility Leadership and Management This course aims to enhance managers of health facilities with managerial skills in terms of management of human resources for health, planning, monitoring and evaluation of health facility-based programmes and interventions and, basics of financial, logistics and information management. The acquired knowledge is useful in initiatin,managing and sustaining quality change. Total Quality Management in Health Facility, Project and Program The aim of this course is to introduce participants to the philosophy and principles of Total Quality Management (TQM) in the health facilities, health projects/programs. The course is also designed to provide participants with knowledge and skills to apply various principles and techniques of TQM to improve performance of healthcare organisations. East African Journal of Applied Health Monitoring and Evaluation (EAJAHME) The Centre of Excellence in Health Monitoring and Evaluation also houses the East African Journal of Applied Health Monitoring and Evaluation (EAJAHME). This is an international peer-review journal that accepts original, high quality articles focusing on applied experiences of monitoring and evaluation (M&E) in the health sector in Africa, with a particular focus on East Africa, as well as articles based on health-related M&E experiences from outside of Africa but which will provide useful comparative lessons. The EAJAHME is an online English-language journal established in 2017 that publishes high-quality articles on applied experiences of M&E in the health sector in Africa and beyond. Annual Monitoring & Evaluation Best Practice Conference The Annual Monitoring & Evaluation Best Practice Conference (AMEBPC) is designed to provide a platform for continuous sharing of best practices in Monitoring and Evaluation (M&E). It attracts participants across the globle. The journal seek to strengthen the institutional and individual capacity to generate and use quality data for evidence-based planning and decision-making in the health sector. The aim of annual conference is to share the current context, novel contributions, best practices and lessons learned in the use of M&E data for programme improvement in Tanzania and neighboring countries. Collaborations The Department of Health Systems Management has been enjoying both international and national collaborations. The collaborations include those with higher learning institutions, research institutions and Ministries. Currently, the department is collaborating with the University of California, San Francisco (UCSF) and University of Groningen from The Netherlands, Ministry of Health Community Development, Gender, Elderly and Children, President’s Office-Regional Administration and Local Government Health Services Department, University of Dodoma, Muhimbili University of Health and Allied Sciences, Ifakara Health Institute, and Tanzania Training Centre or International Health.
The rationale for forming CEPOLE is founded on the indisputable need for the School of Public Administration and Management and Mzumbe University in general to engineer and spear-head practically based continuous knowledge, skills development and growth of its internal and external clients through economic and social policy changes. The Centre therefore coordinates consultancy, researches and outreach services more efficiently and effectively. CEPOLE is headed by a Head of the Centre who is a competent academic member of staff with proven experience and good track record in coordinating and managing outreach services, researches, consultancies and short courses. The Head of the Centre is appointed by the Deputy Vice Chancellor Academics (DVCA) after receiving the proposal from the Dean of School of Public Administration and Management (SOPAM). The Head of the Centre is the Chief Administrative Officer of the Centre and is responsible for providing leadership as well as pursuing the implementation of CEPOLE activities within the context of MU Corporate Strategic Plan. The Head of the Centre reports to the Dean of School of Public Administration and Management. CEPOLE is made up of two Units each of which works towards CEPOLE’s common objectives. The first unit deals with coordination of Policy, Leadership and Outreach Linkages Programmes and activities while the second unit coordinates all activities related to Research, Publication and Promotion of the School and University in general. The Units are headed by competent Coordinators who are appointed from among the members of academic staff in SOPAM. The Units prepares annual plans related to outreach, consultancy and research activities and coordinate and organize the implementation of the same within an academic year. The Coordinators directly report to the Head of the Centre for Policy and Leadership. The Centre draws expertise from all Schools, Faculties and Directorates where the members of academic staff reside in Mzumbe University through deployment of high quality and multi-skilled teams to accomplish the outreach, research and consultancy assignments secured from different clients including the communities in different parts of the country.
